Eurofer called on the European Union to take urgent measures to save the local steel industry

Recently, the CEO of Tata Steel Europe, the CEO of ArcelorMittal European branch, the CEO of Voestalpine Steel Department, and a series of major European steel Association leaders co-signed the "petition" calling on the EU to take urgent measures to save the local steel industry, which was published on the official website of the European Steel Association and attracted wide attention.

The European steel industry is an integral part of many key manufacturing value chains in the EU, representing innovation, desirable product solutions and high quality jobs in Europe. Eurosteel is committed to contributing to the EU's ambitious carbon reduction targets and global climate protection targets, ensuring a just transition and quality jobs. However, the European steel industry is currently in the midst of its worst crisis since the financial and economic crisis of 2009. Without urgent action, it will be difficult for most EU member states to maintain the resilience and sustainability of their steel industries and thus to invest in ambitious decarburization projects in 2030 and beyond. Steel production in the EU has fallen by 30% since 2008, to 126 million tonnes by 2023. Over the past 15 years, restructuring and capacity reductions have led to the loss of nearly 100,000 jobs in the EU steel industry. Recently, capacity utilisation in the EU steel industry has fallen to its lowest level of around 60 per cent.

In this context, Eurosteel makes the following recommendations to the heads of State and Government of the EU Member States: First, take measures to strengthen and ensure the firm implementation of the EU Trade Protection Instrument, adopt structural solutions, and fully avoid the spillover effects caused by the continued deterioration of global overcapacity. The second is to improve the Carbon Border Regulation Mechanism (CBAM) to prevent downstream industry evasion, resource diversion and offshoring, and to protect EU steel exports. The third is EU-wide action to reduce energy costs for energy-intensive industries that face fierce global competition and ensure access to raw materials, while keeping scrap steel within the EU. The fourth is to establish a pilot market to promote the growth of demand for green steel in Europe.
